OODA-Based Architectural Framework for a National Cyber Crisis Management Center With ISAS Integration

Abstract :

Today, effectively management of national cybersecurity by designing a robust command and control infrastructure is essential for protecting critical infrastructures. This article proposes an architectural framework for cyber crisis management center by integrating the OODA (observation, orientation, decision-making, and action) loop into the design of command-and-control functionalities. The proposed architecture utilizes an Information Sharing and Alerting System (ISAS) to create a centralized situational awareness picture. The solution enhances national defensive capabilities, reduces the impact and response time to cyber threats, and facilitates rapid recovery. The architecture provides a comprehensive framework for maintaining national cybersecurity through proactive responses, advanced analysis, and the collection and appropriate sharing of threat information with stakeholders.
