From Policy to Innovation: A Comparative Analysis of Digital Economy Strategies in Selected Countries

Abstract :
This article presents a comparative analysis of the digital economy strategies of the Arabian Union, European Union (EU), and China using the Analytic Hierarchy Process (AHP) methodology. The study assesses these strategies based on four key indicators: Policy and Regulatory Framework, Digital Infrastructure, Innovation and Technology Adoption, and Human Capital and Skills. The findings reveal that the EU leads in overall digital economy readiness, driven by its strong regulatory environment, advanced infrastructure, and emphasis on human capital development. China, while excelling in digital infrastructure and innovation, faces challenges in regulatory frameworks and workforce skills. The Arabian Union, though currently in the early stages of digital transformation, shows significant potential for growth, particularly with ongoing investments in infrastructure and strategic initiatives like Saudi Vision 2030. The analysis highlights the strengths and areas for improvement for each region, providing valuable insights for policymakers aiming to enhance their digital economy strategies and global competitiveness.
